Please help me. The builders didn't install a plastic (black plastic) in the foundation. The problem now is that the paint and the plastering is peeling off because of moisture. My house is in King Williams town. I need someone to advise whether the foundation will need to be redone or whether there is something else that can be done

Good day I live at 37 Jim Fouche Rd, Constantia Kloof, Roodepoort. I am on an elevated part of the mountain and I have a neighbour who is below. I had a wall which collapsed. I have removed it since then. I need someone to look at the area carefully and analyse to determine what to build. I have an idea that I need a retainer wall at the very least. The last structural engineer i had look at it made some suggestions but I am not convinced it is the right one as it encroaches on my neighbours property. I do have permission from my neighbour, verbally but I need proper documentation to avoid any issues in future. I would like someone to come and have a look and do a thorough analysis as well costing of different scenarios. They need to be in the Roodepoort or very nearby areas. They need to have an excellent accumen, excellent documentation skills, clear communication and know exactly what to do and how to do it, i really don't want middle of the job surprises. I am not in a rush, I need a proper professional.
Firstly is roof which was damaged by floods. Ceiling boards, one bedrooms need tiling and build in cubboards. Kitchen cupboards with stove In some rooms ceiling board needs to be attended. In doors to be installed. Other pros to be discussed further. Need to get quotes first for best decision on the projects.
