My house has a pitched tile roof with no undertile membrane/sheeting. There's no barrier against wind and dust, and is not % waterproof. The house is extremely cold in winter. I need to insulate to keep warm, but want roof fixed first.

I bought a house. It still has a system, I am not sure if it's still working but everything is still there. Need someone to check if the old system can be repaired or whether a new one needs to be installed.

The house is double volume. The roof needs to be cleaned, etched, and painted with 2 coats by means of airless spray.
